ci: add GH Actions CI mechanism #4

New CI should probably reflect the old one as in .gitlab-ci.yml. Maybe add static code analysis too? Maybe codefactor?

This issue should be just related to setting up GH Actions to mimic the previous testing framework; static code analysis should be placed in a separate issue of type feature request.
