bugfix: change compression format to tar.gz #9

tar.bz2 raises issues on some filesystems, change it to tar.gz.

Hey @ajgruber,

I have changed the compression format. The dry-runs in the CI above pass and also I tested it on sciCORE cluster node in both conda and singularity technologies. It works, at least for me, could you please check on your system?
