This fails to install in TeamCity Professional 2018.2.3 (build 61544)

Failed to download plugin from URL https://plugins.jetbrains.com/plugin/download?updateId=41448&build=61544&mode=professional&uuid=ce843506-306c-4f1b-9b72-7f417bd38d3f: HTTP response does not contain plugin file

Also fails on TeamCity Professional 2019.1.2 (build 66342)

Works fine when downloaded locally and uploaded.
