Nature of Defect: Examples includes ‘TBD’ in place of valid XCL elements, thus they are neither correct XCL nor informative

Proposed Solution: Provide valid example of atomic sentence element, or omit Example section NEED SPECIFIC TEXT CHANGES HERE

The DTD in Annex C will be replaced by a Relax NG schema describing a completely revised XCL syntax.

Therefore this issue is moot.

I recommend that this issue be closed.
