Nature of Defect: Annex C makes no mention of how to represent sequence markers

Proposed Solution: NEED SPECIFIC TEXT CHANGES HERE

The DTD in Annex C will be replaced by a Relax NG schema describing a completely revised XCL syntax, which will include sequence markers.

Therefore this issue is moot.

I recommend that this issue be closed.
