Import as child of text in XCL #15

Nature of Defect: The abstract syntax metamodel explicitly makes importation a subtype of phrase, an importation may therefore form part of a text. The XCL specification does not allow an element as a child of the top level element, it limits it to being a child of a element. This would appear to prevent XCL being syntactically fully conformant.

Proposed Solution: Allow elements within the content of a element. NEED SPECIFIC TEXT CHANGES HERE

The DTD in Annex C will be replaced by a Relax NG schema describing a completely revised XCL syntax.

Therefore this issue is moot.

I recommend that this issue be closed.
