Nature of Defect: The content for a element is at variance with the abstract syntax metamodel in that it allows multiple elements.

Proposed Solution: Amend the content to be an optional

element and a element containing the body of the module NEED SPECIFIC TEXT CHANGES HERE

The DTD in Annex C will be replaced by a Relax NG schema describing a completely revised XCL syntax.

Therefore this issue is moot.

I recommend that this issue be closed.
