Overhauled the GitHub Actions workflows to support the new Gitflow workflow.

Changed:

Porytiles version is now specified via compile-time macro -DPORYTILES_BUILD_VERSION
Moved scripts to script folder

Added:

PR build workflow that runs on any PR against develop branch
Nightly release workflow that releases the tip of develop every night at midnight EST (skips release if no changes since last build)

Removed:

old build.yml file

Still TODO in future PR:

add old nightly release cleanup, we probably only want to save the ~!0 most recent nightlies https://github.com/dev-drprasad/delete-older-releases
