Release v1.3.0 #120

You did not git tag the release, please do so.

Also, the current release file on npmjs.com does not contain the LICENSE-MIT file; since the MIT license contains a unique copyright line, Arch Linux packaging policy requires we install this license alongside grunt-cli itself in our distro package It would be convenient, and likely logical, to distribute it in the npmjs.com tarball... but if we need to and if there is a git tag to download from we could get it from github... currently we can do neither. :(

hm we added a tag somewhere but i am not seeing anymore. I have retagged it again
