CloudTrail Nuking Failure #752

It seems like we fail to nuke cloudTrail because of access denied exception.

First of all, I was not able to find any relevant error message for this so first step is to add more error & info logs for this resource type.
Second, either check for permission and do not even attempt to nuke.
