Api version mismatch for KeyVault module #1367

Description: Trying to get data from the KeyVault client from an Azure-based solution in terraform tests. Receiving an error: <nil> keyvault.VaultsClient#Get: Failure responding to request: StatusCode=400 -- Original Error: autorest/azure: Service returned an error. Status=400 Code="InvalidApiVersionParameter" Message="The api-version '2016-10-01' is invalid.
