refactor partisan vehicle theft handlers

grad civ vehicles are covered, player-owned vehicle theft stuff needs to be refactored to

• use unit-based event handlers (GetInMan) etc instead of (GetIn)
• count original owner only, -> only one theft per match is possible on a given vehicle
