use ACE sqf validator (...what travis did for us before) #159

now I remember why we hosted the ACE validator ourselves: it insists on spaces over tabs, so I changed some bits to ignore that whole issue

note: moved all includes to the top of the file (before the first comment) because sqf_validator says so.

in a perfect world, I'd also remove all tabs in favor of spaces, but as that would trigger major upheaval amongst our members, I'll go with deleting that check from sqf_validator
