safeBoating: only evaluate damage when boat not empty #168

I'm spawning a bunch of empty boats in WITA - *.rpt is getting spammed with safeBoating logs. Damage should probably only be evaluated on boats that have a driver, since empty boats tend not to move as fast.

maybe safeBoating should not write so many logs in the first place 😓
