Improve Call to Action #7

"Join us" isn't working for call to action. Suggest we instead offer a newsletter signup "to get notified when ACRO membership is launching". In this case will need:

clarity about membership -- what you get
clarity about where ACRO is in process of launching
add contact info to footer
use mailchimp signup

I've split this into two parts, a near-term fix and a long-term improvement. For the near-term, see PR #14

I've labeled this P3, which is all lower priority items we can return to at another time.

Last thought. Depending on timing, could see this as a webform and could use Netlify or Google forms.
