Except "challenge" will now be "appeal" and "protest" has been changed to "review".
Not that matters much (for now).
I believe that what the rulebook states is correct, since a protest appeal and a review would together be a combined -10 points, not anything extra (thus meaning that a singular appeal that is not reviewed would be the same, subtract 10 points from the team's score). However I would like to get the opinion of @jswingle or @josiah-leinbach; I might be wrong.
Under 6.1.3 the Rulebook states: "-10 points for 2nd and subsequent overruled challenges and protests." I propose that we amend this for both clarity and fairness by making it two separate bullet points, one for challenges and one for protests as follows: "-10 points for 2nd and subsequent overruled challenges" "-10 points for 2nd and subsequent overruled protests" Rationale: Under the current rule, as I read it, if a team challenges a ruling and is overruled, and then that same team's coach protests the overruled challenge, and their protest is overruled, that team would then lose 10 points. This may not be what the rule means, but as it is currently written, I think that it could be applied in this way. This isn't very fair to the team that protests, since it puts them in immediate danger of losing points if they protest the overruling of their own team's challenge attempt. I think that each team should get 1 unpenalized overruled challenge AND 1 unpenalized overruled protest. Separating challenges and protests in the Points Deducted section of the Rulebook as I've proposed above makes it clear that this is the case and the intent of the rules.
