9.1 Issue Submission - change "will" to "should"

Under 9.1, the Rulebook states: "Submitted issues will contain..." I propose that we change the word "will" to "should" as the word "will" would seem to invalidate any submitted issues which does not contain all of the elements in the bulleted list that follows, whereas the word "should" indicates that the bulleted list is a suggested guideline for submitting issues for changes to the Rulebook.
