Link to Open API Spec #153

Dear @CraigRe ,

at the beginning of section 12.1, the draft spec says: "Furthermore, the OpenAPI specifications are available in YAML and JSON at https://www.gs1.org/epcis ."

Two things: (a) will this really be the location where these artefacts will be hosted after ratification? (b) so far, they are (of course) not yet provided at https://www.gs1.org/epcis. So, for Community Review, do we want to insert the link to the corresponding WIP file on GitHub?

@RalphTro I have updated section 12.1 to reflect https://ns.gs1.org/ref/ as the planned location.
