Minor correction in EPCIS Document with DigitalLink #197

Hi @mgh128,

EPCIS Document with Digital link may need correction if you also agree that this DL "https://id.gs1.org/01/04012345987652" is incomplete and must not be accepted. Below have attached links to examples that need correction.

https://id.gs1.org/01/04012345987652 is a syntactically valid and complete GS1 Digital Link URI that specifies only a GTIN. It should be as acceptable for use as the value of epcClass as the corresponding ID Pattern URN: urn:epc:idpat:sgtin:4012345.098765.*

I don't think any changes are needed to those two examples but I'm curious about why you think that https://id.gs1.org/01/04012345987652 is incomplete or should not be accepted.
