gs1:Place (https://www.gs1.org/voc/Place) has an attribute "Location Role" which is supposed to be a code list defined by the type "https://www.gs1.org/voc/LocationRoleType" however this is a broken link/unpopulated.

I believe the values can be found in the following Excel (GLN Data Model Code List Values): https://www.gs1.org/docs/barcodes/GLN_DataModel_CodeValue_Nov2021.xlsx

Could this link be fixed?

This will be fixed in v1.11, which is queued for publication soon. We needed to completely rewrite and modernise the tool that displays the GS1 Web vocabulary in order to add improved support for annotations and graceful handling of deprecated terms and terms that are under review. The modernised tool and updates ontology file for v1.11 are ready to publish on ref.gs1.org
