fixing wrong markup: QC and fixing treatment boundaries #583

@gsautter how to fix articles that have problems with treatment boundaries, like this one http://tb.plazi.org/GgServer/html/106D87F5FF848141F9A0FF54EE9E53F1

Rerun them in a newer GGI version in batch mode? or Get the file remove the treatments and rerun treatment in GGI and the subsequent steps? To do so, do we have to remove all the children elements in treatment, such as subSubSections, treatmentCitations?

Maybe re-running respective articles might be an option ... we can even do that server-side with a dedicated batch config. A treatment ans structure cleanup is easy to build, just a bunch of annotations to remove. I have similar things in place for development, removing bibRefs or materialsCitations together with all their respective details.

However, if headings in this article are lain out to convey the structure we currently have, a re-run will change preciously little. Need to look at the PDF most likely.
