Provide UIs for each service that help to configure the mappings and locals 
sections in the json config file.

Evaluate persistence to GAE or to the JSON config file itself.

configuration of mappings is done via the service configuration JSON under 
$TOMCAT/lib/services.

at this time, there is no need to allow users to control registration other 
than through this file.
