We're currently failing to install Papermage on Windhoek ahead of the midyear review for HT-MAX. This is being caused by tokenizers no longer having wheels on PyPI for the versions that PaperMage requires, and also using rust features that are no longer valid syntax. As a result, we can neither use the wheels or compile the package from source. We need some way to fix this before the midyear review.
