Update the README #35

Update the README file to indicate that this is a fork of PyGSP.

Include a link to the issue in GSP about PyGSP2 (https://github.com/epfl-lts2/pygsp/issues/110). Also, add Fondecyt and AC3E's funding to the acknowledgment section.
