Higher LXC Version Testing on Oracle Linux #134

Need to do some testing setting the LXC version to be built from source to LXC 3.x to see how that runs on Oracle Linux. This will be testing to see if any additional prerequisite packages or other nuances have cropped up in later LXC versions when building on Oracle Linux.

Done. LXC minimum version for deployments is 3.0.4.
