Higher OpenvSwitch Testing on Oracle Linux #135

Similar to LXC testing issue. Need to test using latest OpenvSwitch versions for build on Oracle Linux to be sure all required prerequisites are available for the build when user selects higher recent versions of OpenvSwitch.

Done. Now using 2.12.1
