Update tests to fix errors logged by GStreamer. #253

Update tests to fix some issues being logged by GStreamer and GLib, and update dependencies due to occasional stream corruption.

Update GitHub workflows due to deprecation of Ubuntu 16.04. Unfortunately missing baseline test on GH for now.
