Duration if timed effect (long or short timed?) instant

Effect Description spawns this bad boy image

If he managed to pull the files, he litterally has already finished the effect. However, its just gonna be another ferris wheel.

Well, not quite. The biggest danger of the ferris wheel is that it blocks things, and has a tendency to kill the player. The port rail crane is a bracket shape, it will do neither of those things... which really just means it'll be mostly harmless, and mostly pointless. 99 times out of 100 it'll spawn, the player will be perfectly fine in the middle of its arch, and it'll accomplish exactly jack squat.
