What if these two were combined and the effects were random? So everytime the player honks there's a 25% chance that he gets a boost, a 25% chance that he gets slowed down, another 25% chance that the car fully stops and one 25% chance that the charcter exits the vehicle
That would just be mean. So many effects are detrimental for the player, let's have some good ones too. Though fake honk boosting as an extra effect is still a nice idea.

Duration if timed effect (long or short timed?) How ever long honk boosting last
Effect Description The player is unaware that its fake. Honking slows you down, or does nothing at all
