[Effect Suggestion] Doctor Dolittle #2649

Name of effect Doctor Dolittle (Alt: Animal Whisperer)

Duration (choose one and replace the corresponding "[ ]" with "[X]")

Effect Description If you could walk with the animals, talk with the animals...you'd soon realise how overrated it is. Replaces animal sounds with typical ped chatter/sfx (talking, screaming, hostile lines etc). Panthers and Dogs could either have gang or cop dialogue/sfx. Would stack with other effects such as 'Kifflom', Unfriendly Neigborhood' or the proposed 'Animal Kingdom' effect.

This could be done with some clever hooking. I'll verify this because it is definitely possible!
