Personally, I feel like an effect shouldn’t be added unless you can use with voting enabled or not, since most people aren’t streaming to twitch. But that’s my opinion

If that's your view on it, I think the best way to go about it would be to have the "No Voting" meta effect be disabled by default, and maybe just add a little note about it to the Twitch tab of the config program. Either way I do think this is a really good idea for a meta effect and it should be added.
Thanks for the support for this idea. I do think it is a good meta idea. Yes if you aren't doing it live on Twitch then just turn it off but if you are doing it live on Twitch then it's a good idea to have on because it would be like old chaos were everything is truly random.
I think the effect could be made into something more interesting (and universal) if it was a variation on the existing "What's happening?" metaeffect. Call it "Total Chaos" - not only is the player unable to see what effects are being added, but the voters, if they do exist, also can't influence the effects being picked.
This then makes it interesting for the player without voters - even if it just becomes a copy of "what's happening?" - and when the voters are there, it makes it more interesting for them as well.
Rather than just being deprived of any effect on the proceedings - which isn't fun, as the 'No Chaos' effect shows - they get to also see the player bumbling into unexpected effects that neither the voters nor the player can see coming.
Or, you know, it can just be integrated into What´s Happening?
Basically, it turns off the voting screen until the meta ends, picks absolutely random effects and neither streamer nor chat can see what´s going on. Without voting it´s just normal what´s happening "technically", with it no one will know.
My preference would have been to keep them separate. What's Happening is meant to just hide the effects from the player. When voting is going on, the viewers can still see what they're voting on, so they can deliberately choose something they'd like to see - it keeps them engaged. "Total Chaos" would take agency away from the viewers if they're present, making it more like No Chaos in that regard - except obviously more fun for the viewers.
Total Chaos could do something different, like skip the effect selector altogether and just always pick completely random effects. Don't know how much it would affect the selection weighting compared to just having the selector pick between sets of three/four effects at a time, but still - something different to make it less similar to What's Happening when there's no voting going on.
My opinion on this is that it should be tied to whether or not twitch voting is enabled to begin with, so it doesn't affect people who do not use twitch voting for their chaos mod experience
ie. effect cannot be enabled unless twitch voting is enabled
A new Meta Effect in which no one in chat can vote. So chaos will still be on but no one can vote at all. It's different from No Chaos because Chaos is turned off. With the Effect No Voting everything will really be random. The Effect for be 3 to 4 mins long.
