Effect Description
The effect spawns a tank somewhere on the streets around the player, optionally highlights it with a radar_tank (421) blip and gives the player a timer. If the effect runs out before they can get into the tank, it disappears and I can't believe its just a burning memory line plays. If the player gets into the tank before the effect runs out, everyone starts trying to pull them out of the tank until after the effect runs out.
