[Feature Suggestion] Option for "Effect activation fanfare" and descriptive/humorous blurbs #443

With the activation sounds recently added, I think it's not amiss to go a little bit further and create some manner of 'activation fanfare', prominent but short-lived and inobtrusive panels shown on the screen announcing the activated effect, with a very short phrase/blurb describing what the effect does. The concept is inspired by various games where you pick up a magic item and its name is prominently displayed for a moment, along with a semi-cryptic description of the effect (i.e., in Binding of Isaac)

I've frequently seen streamers, especially those using the mod for the first time, being confused as to what the mod was doing to their game. Especially with some of the effects being oddly named, or having effects that aren't immediately obvious. While chaos is the name of the game (or the mod, rather), I think it would still be nice to have these. They could inject some levity into the situation, using humorous yet still descriptive blurbs (i.e. for "Where's the Funeral" you could have "Whose? Hearse, or course!", and for "Gravity Sphere" you'd have "You are attractive. Like a stellar mass.", etc), and would of course be optional for anyone who'd rather have the original behavior with no overt announcement.

Now, this is obviously a lot of work, and would add extra complexity for the spawning of the effects. I'd be willing to contribute to the process of writing the blurbs, and possibly translating the whole thing to Russian, however there's a stumbling block in the way, in that it's impractical to keep having the effect names be embedded into the mod. It would be easier if the effect names, and possible descriptive blurbs, were stored in a separate external XML file or something, and were referenced from the code according to current localization settings. So that would probably end up being a prerequisite for the feature.

I would prefer more sound cues like "Impotent Rage!", but I suggested that a while ago and it seems playing sounds is not so easy.

On top of that the sound cues aren't quite as easy to make as plain text blurbs.
