spawn an invisible enemy who drive the ruiner 2000 to look like the car is without a driver and try to kill The Player

Surely I can't be that old that there's people that don't know Knight Rider anymore. :|

The Ruiner 2000 vehicle from GTA Online is basically a replica of KITT from the show.

„Spawn random vehicle“ already exists Similar effects for each car would be way too excessive

We are not currently adding "vehicle spawn", "ped spawn" or "ped driving vehicle" effects. (We have enough already.)
