What would "time starts moving backwards" actually do? Anything that I can think of is not possible AFAIK (peds walking backwards, playing animations in reverse, "undoing" explosions or damage...) Vehicles could drive backwards but they wouldn't take the same path as they did when driving forwards.
Easy. When you reach 88mph, several things happen.
1) Car starts flying (as the Flying Cars effect, with more speed and acceleration) - as the modified DeLorean also flies. 2) Flaming trail appears behind the car. If possible, trailing behind each wheel, but a single big trail will also do if it's the only option. 3) The effect of Timelapse activates, backwards. 4) Weather changes more rapidly. 5) Traffic disappears. 6) Wanted level is set to 0. 7) Possibly one of the visuals-altering effects activates, like Chop Vision.
It should create a convincing enough imitation of timetravel, I think.

If flying cars, rapid weather changes, disappearing traffic, and time of day shenanigans are spectacular enough to be effects on their own, this variant that triggers them intermittently based on vehicle speed, as a reference to a popular movie franchise, is definitely spectacular enough.
There's an effect that paints your gun in rainbow colors. I don't thing "spectacular" is the right metric to use here.
may be i use wrong word, but all of that effects are exist separately. and for a reference to such iconic movie - it's not enough.
