[New effect] Restless legs #192

Forces CJ to constantly jog forward. Walking is disabled. Can still sprint

No negative effects needed when sitting in a car. Or maybe just make the legs do some ridiculous animation while driving.

Timed effect, same length as pedal to the metal.
