New effect: Disable car respray #238

The effect disables the pay'n'spray garages. They will be open, but nothing happens if the player goes inside. The effect also disables TransFender etc garages.

Looks good besides the filename and also effect ID I'd say.

Please rename it to DisablePayNSprayEffect.cpp, DisablePayNSprayEffect and effect_disable_pay_n_spray
