New effect: Acid rain #269

Peds and cars take damage periodically. If ped or car stay under the roof they don't take damage. I should note that IsOpenTopCar and CarHasRoof functions are not working correctly.

It will be fun to have this together with Vehicle One Hit K.O. or Ped One Hit K.O.

How does the health damage compare to Everybody bleed now?

This effect deals 0.005% (~0.5hp) dmg of the ped's max health every 750 ms (0.75 sec). In water the damage is reduce by 50%. EverybodyBleedsNow deals ~1.5hp every 3 sec.
