openocd_tools is not available #9

When I try to install the "PADIIoTStamp" library in Arduino, I get an error message "Tool openocd_tools is not available for your operating system." OpenOCD 9 is installed. OS: openSUSE Tumbleweed Linux. What should I configure to install the library?

It's probably due to some issues in the package_padiiotstamp_index.json configuration. I actually did some work on fixing it up for both Windows and Linux a few months ago but didn't get around to finishing testing it and pushing it back... I'll see how I go pushing that in the next few days considering there has been an update to the openocd stuff since I worked on it...
