Expand to Quasar support #4

Will require using an interface{} for the timeseries db

There's a good start that has most functionality there, but should be checked over by @immesys to make sure I'm not missing anything.

Also up for discussion is whether or not the giles Archiver API should expose some of the more advanced functions that are enabled by Quasar, and then emulate those behaviors for ReadingDB (which means we could use the new plotter over either timeseries db)
