Resolve locally first! #10

@majidaldo this PR would switch the default resolution order from starting with the remote URI (current behavior) to starting with the local file cache before defaulting to remote. It probably should have been this way from the beginning :) . Can you check to see if ontoenv==0.3.5a2 works alright for you? I've pushed the changes in this branch to that version for testing
