Add CHANGELOG/RELEASE_NOTES

hi! thanks for the continued work on reasonable!

I was looking into upgrading our own internal debian of reasonable (currently at v1.59), but I struggled to find a list of recent changes (I skimmed over the commits, of course, but a lot of them seems to be related to build infrastructure, and I might have missing some of the more important new features).

Also, according to cargo.toml, the last release is 0.2.6, but the last git tag is 0.2.1.a4.

Could you let us know which is the last stable release, and what are the main changes? (maybe by adding a synthetic CHANGELOG file?)

Hi @severin-lemaignan ! The latest release is 0.2.6. I've generated a new tag for it in git. I will do a better job of keeping notes going forward in a CHANGELOG, but the primary changes are:

updated dependencies and moved the build process to GitHub actions where I can hopefully maintain the builds for different targets more easily
fixed a small bug with owl:inverseOf
add some better error handling rather than just .unwrap() everywhere
