"Progress bar" output #9

This is an enhancement request:

For data feeds, it'd be nice to have an option to output timing information 
within the consumer.  
Something where you could output the time and a little blurb giving what the 
consumer is about to 
do or has just done every X number of rows or, if possible, every Y% complete 
would be great.  

Towards this end, there is a timer that can be used to output the time elapsed 
since the last output 
from itself and a given string now located in the augustus/runlib directory.  
The format of use is at 
the top of the file named timer.py
