Make svgcairo build with Cabal 2.0 #4

svgcairo can not be built with Cabal 2.0 according to the .cabal file.

It is also not contained in any stackage resolver. Is it possible to add it there?

Actually it does not build on ghc = 7.8 because gtk2hs has no version constraint on hashtables and hashtables 1.2.3.0 dropped support for ghc 7.8, see here

This should be resolved by 0.13.2.0. Please let me know if it was not.
