Move spectrum parsing code to pyTDFSDK and pyBaf2Sql for re-use in other projects.
Use classes to store spectrum metadata and arrays instead of dictionaries.

Removes precursor information from bbCID DIA MS/MS spectra since this is "false"/"placeholder" precursor information.
