Configurable fieldset+legend expended/collapse state for each users

Problem In case of setting fieldset+legend as group tag, there may be possibility that each users want to their own default state.

• [x] All expended
• [x] All collapsed
• [ ] Keep each expended/collapsed state (with local storage or cookie)

Improvement Allow configuration of above states as user preference at /my/account view.
