Fix resource category form checkbox labels

@mopinfish Currently, /projects/(project identifier)/resource_categories/new view's form checkbox labels are not translated.

Oh, yes. The cause is not localization side, but code (view) side, like https://github.com/gtt-project/redmine_gtt/pull/245.

Ah, so it takes the default label name. There could be quite a few in other plugins, but I already looked for these case in the past. It's hard to detect if your locale is English ;-)
