Deleting used supply/resource item should not be allowed #17

Problem Currently, deleing used supply/resource item is possible, but it should not be allowed to keep history.

To Reproduce

  1. Create a supply/resource item in a project.
  2. Use the created supply/resource item in the project's issue.
  3. Delete the supply/resource item in the project.

Expectation Showing error when deleting used supply/resource item is preferable.
