I want to wait for the outcome of #7 before we start moving the public list, but I'll start on the maintainer list.

Opened guacsec/guac-landing#43 to update the website. Once that's merged, I'll post to the existing mailing list and request that we close signups for the Google Group.

My plan is to post any new content to both lists until after the July community meeting, at which point I'll ask for the Google Group to have posting disabled entirely.

Requested a guac-maintainers list from OpenSSF Ops

Maintainers list in place and public references updated. I sent a first notification email to the community Google Group and will write a blog post now.
