What steps will reproduce the problem?
1.Cannot open MosaikBuild.exe, above error message comes up

What is the expected output? What do you see instead?
See nothing
What version of the product are you using? On what operating system?
Using Windows Operating System, MOSAIK 1.0.1388

I have the same problem. MosaikBuild of Mosaik-1.0-Windows-x86 is working but 
those 
of 1.0.1370 and 1.0.1388 are not.
